MILITARY UNDERSTANDING ?

ROME, July 13. There are increasing suspicions that the Austro-German agreement is the fruit of an Italo-German military understanding.
A number of German army officers arrived in Rome at the weekend. Official circles Insist that the visit is merely one of courtesy, but it is expected to be'the prelude to Italo-Ger-man proposals to revive the idea of a consultative four-Power pact excluding Russia.
