WASHINGTON, July 12.
The Foreign Policy Association, in its book "Clash in the Pacific," published today, declares that war in the Far East is inevitable unless America, Britain, and the Soviets combine to check Japanese aggression in China. The authors assert that each of the three prospective allies is already preparing for war in the Far East. They cite the military value of a civil transPacific air route, the impending naval building race, and the reorganisation of the Philippine defences by General Mac Arthur, despite the Philippine independence plan.
The book predicts that unless the three Powers combine, Japan will be "free to choose her time and her opponent," and will be able to eliminate seriatim all foreign obstacles to domination in the Far East.
