The "Manchester Guardian" say* that the composition of the British andi American delegations is a shock to' foreign Chancellories, which did not' regard the Naval Conference seriously^ Britain is in deadly earnest, realising the consequences of the failure to reach an agreement. Itfr. Baldwin's opening address will stress this fact in the most solemn fashion. .
The "Sun-Herald" says that twenty* nine Japanese delegates, headed by: Admiral Nagano and Mr. Nagai, have arrived for the Naval Conference. It is easily the largest delegation consistent with Japanese practice when at« tending an international conference. The strength of the delegation is considered to indicate that Japan i$ anxious for an agreement.
