The chairman of the No. 7 Transport Licensing Authority, Dr. S. A. Gibbs, in, a statement said that the benefit of the Transport Act to the public and road service operators was incontrovertible. The mounting costs of transport were being greatly reduced, but were still one-sided, as only road services had been dealt with.
