FRANCO-SOVIET PACT
GERMANY'S OPPOSITION

ROME, May 31,
The Government has received the German Note, which has been circulated to all Locarno Powers, declaring that the Franco-Soviet Pact is inconsistent with Locarno and akin to a military alliance, and therefore it canhot be included in Germany's Stresa offer to accept an Eastern pact with bilateral agreements. The Italian Government is of the opinion that the German viewpoint is identical with Signor Mussolini's when he declared that the Franco-Soviet and Czecho-Soviet Pacts would upset Europe's equilibrium. .
