GOVERNOR'S INSTRUCTIONS
IMPORTANCE EMPHASISED

The Parliamentary. Undor-Sccretary for India, Mr. B. A. Butler, in a' speech at Cambridge on the Government of India Bill, emphasised the importance of the instruments of instructions to be issued to tho Governor-General and Governors under tho new Constitution. While unalterable without the approval of Parliament they would' add flexibility to . the written Constitution. They would follow tho lines indicated in tho Joint Select Committee's report.
In general, ho said, tho Bill waa based on a Parliamentary system of Government, but provided in.;, emergencies for the strong executive so familiar to the East.
Tho new Constitution provided for a partnership" between Britain and' India within the Empire, and he was confident also that tho partnership in trade, begun by the Ottawa Agreement and tho trade agreement published a few weeks ago, would bo continued.
