PROPOSED NEW LIBRARY

Sir, —I have just read with surprise the announcement that the City Council has authorised an application to the Government Loans Board for its sanction to the borrowing of £60,000 for the purpose of building a new central library—details to be submitted on the return to the Dominion of the chief librarian. What is the justification for the City Council asking for cart* blaftche to spend £ 60,000» No doubt the ratepayers will want to know the why and I wherefore if the permission asked for is granted. Mr. Pillar's objection certainly seems well founded.—l am, etfc., ! "".■•■ BATEPAYEB.
