Sir, —I have just read with surprise the announcement that the City Council has authorised an application to the Government Loans Board for its sanction to the borrowing of £60,000 for the purpose of building a new central library—details to be submitted on the return to the Dominion of the chief librarian. What is the justification for the City Council asking for cart* blaftche to spend £ 60,000» No doubt the ratepayers will want to know the why and I wherefore if the permission asked for is granted.
