A report by President Hoosovelt's Executive Council today declared that five,million, families, comprising about 23 Million persons, must bo provided .-with relief funds'in tho coming Winter at an unprecedented cost to tho Federal Government: Tho report pointed out that the-steadily increasing cost of living, now estimated at 20 per- cent, .above, tho.low point of tho depression, made more generous doles to tho unemployed necessary. Coincidental with this startling information the Commerco Department published a monthly survey showing unusual declines in nearly every' field of business activity in July and early August with employment' pay rolls down more than tho usual seasonal amount.
