The High Council of the Salvation Army at the third day's session of the meeting to oleefc a successor to Gonoral Higgins, who is ' retiring in November, spont yestorday giving further consideration to questions of procedure. Progress was made, iv formulating rules for the secret ballot, and the meeting was resumed this morning. .Lieutenant - Commissioner , Carpenter states that a spirit of perfect harmony .•iihl good will prevailed.
