A SHARP CLASH
LABOUR MEMBERS DISAGREE
INCIDENT |N THE HOUSE
A sharp clash between two Labour members of the House—the Deputy Leader of the party (Mr. P.- Fraser) and the member for Auckland East (Mr. F. W. Sehramm)—was an interesting sidelight in the House of Representatives yesterday afternoon during the discussion on the Second-hand. Dealers' Amendment Bill, introduced by Gov-ernor-General 's Message. One of the provisions of the Bill is that in future dealers must apply to a Magistrato for a lieenco instead of to tho local authority, and several Labour membors had been condemning this proposal. -.
Mr. Schramm- expressed a counter view to that of his colleagues, remarking that under the Bill dealers .would certainly bo sure of a fair hearing. They did not always receive that hearing from v local body, as he knew from his experience in Auckland.
:', "I am afraid the member for Auckland East has a bias for bureacracy," said Mr. Fraser. "He wants to have everything centralised. Ho might know a lot about Magistrates and the Courts, but he talks out of a depth of ignorance so far as the administration of local bodios is concerned. If he know tho procedure of local bodies, he would realise that there is a greater chance of leniency with local bodies than there possibly could bo with a Magistrate."
Mr. Schrainm said he was sorry that Mi-. Fraser hnd seen fit to criticise him personally. "The criticism of me was most unfair and unwarranted," said Mr. Sehramm. "I could have criticised what Mr. Frasor has said on numerous occasions, but owing to party loyalty I havo not dono so."
Mr. Fraser said that he was sorry if Mr. Sehramm was hurt over anything he had said. "I had no intention of making'any personal remarks at all," he said. "I stillthink I was right about the local bodies. I will stick to that, but will withdraw anything else."
