WASHINGTON, August 4. A message from Cameron Bay, GreatBear Lake, states that Lord Dun cannon, the Governor-General's son, headed a parade of a motley throng of Eskimos, Indians, paleface trappers, .prosperous dog-muslievs and traders, and mounted police in the greatest event of (he year, tlio Arctic Picnic. For the last week a cavalcade has been arriving by air, laud, and water. A combined Indian potlatch or banquet, for Lord' Runcanrion winds up the- 48 hours' festival inside the 'ArcticI'Circle under the midnight sun.
