The decision given in the- Magistrate's Court that a tramway motorman is not bound, under the present wording of the city bylaws, to obey the- traffic signal lights has led to a misunder standing of the position with the public, but the- Tramway Department's instructions fo' motormen are definite. The lights must be obeyed by motormen as by other drivers.

Tho chargo was dismissed because of a.curious point, concerning the lack of definition of "locomotive" used in the bylaw.

The department has always required motormen to observe the lights, and the management went fully into the effect,of the light signals on tram running when the system was introduced. It was recognised then that probably tho new system of control would slightly slow up tram running through the central part of the- city, but it was agreed that this possible loss of half minutes would bo more than counterbalanced by the greater safety to the public through proper observanco by all road-users of standard light signals.
