The State Department and the Cuban" Ambassador have jointly signed a treaty abrogating the so-called Platt Amendment, which has regulated the affairs between the two countries since 1903. Thus America's riglit of military intervention to maintain order and.indirect control of theßepublic's fiscal affairs, long exercised, will become inoperative. America will con* tinue to maintain a naval base at Guantanamo Bay. /
