"Tho Times" Riga correspondent says that Moscow reports a serious new Soviet-Manchurian conflict on tho Chineso Eastorn Railway. TSie Manchurian authorities have appointed a new Mnnchurinn manager of tho rail--way, ignoring M. Rudy, the sole manager in conformity with the existing agreement with tho Soviet. The railway has now two managers, not cooperating with each other, and issuing conflicting orders. M. Slavutiksky, the Soviet Consul, has handed the Manchurian authorities a sharp pn-otest.
