("Times" Cable.) (Received December 16, 2.30 p.m.)' RIGA, December 15. At the instigation of the Trade Union Council, M. Akuloff, State Prosecutor, is compelling the directors of many enterprises and schools to pay overdue wages. Pour timber trusts owe their workmen £2,000,000, while teachers in one district have not been paid since last year. Many directors, owing to the' shortage of money, are paying their workmen with factory products, which they gladly accept because it il profitable and saleable. .
