President Eoosevelt tonight greeted M. Litvinoff, the Soviet representative. After ten minutes1 "conversation M. Litvinofl: proceeded to the home of M. Boris Skvirsky, wheoje he is a guest.'
The Secretary of iState, Mr. Cordcll Hull, met the Russian at the station. M. Litvinoffi seemed bubbling over with feelings of pleasure.
On every side there were policemen uniformed and in p3ain clothes. •
It is no secret thast both the Administration and the Soviet are anxious to settle on recognition during M. Litvinoff's stay, laying aome other problems, such as credit for Soviet purchases, to one side until Ambassadors have been exchanged.
