HOPE ABANDONED
AGREEMENT THIS YEAR
WASHINGTON AND WAR DEBT
' LONDON, October 31. The "Daily Express" lobbyist says hope.of an Anglo-American war debts agreement- this year has definitely been abandoned. A token payment of something like £2,000,000 will be made on December 14 towards the instalment of £19,000,000 then due.. The question of ultimate revision will be kept open. , It is believed the United States will accept a token payment in December.
