The German Government is working neither for a monarchy nor for a republic, but solely to improve the conditions of the German people. We lost the war and we are manly enough to recognise that we must bear the consequences. Wo have borne them, but it is intolerable that a nation of 65 million people should, continually and repeatedly be dishonoured and ■humiliated."
