LONDON, August 7. | The "Daily Express," in a leader on tho Irish situation, says that the insurgent armies aro moving to their posts. They are stronger than at the time of the civil war in 1922. Mr. de Valera does not mean to suppress the Irish Republican army, but is more likely to incorporate irregulars into the Government forces, the price being the declaration of a republic This will bo an act of revolution. The British Government must now exercise a. positive policy and make it plain that Britain intends to maintain that part of the treaty which touches Ulster. . -
