FRANCE'S WAR DEBT
PAYMENT TO AMERICA
M. HERRIOT'S OPINION
PAEIS, May 27. M. Herriot, in the Chamber of Deputies, said that President Eoosevelt considered France's payment of tho June instalment of the war debt an essential condition to any future arrangement, but was willing that the payment be included in the final settlement. M. Herriot added that plans for a settlement were under consideration at Washington and London, but these did not concern France.
