IN SPITE OF BAD TIMES
Speaking at Kilbirnie last night, Captain S. Holm said that tho City Council during the last two years had had a vci-v unpleasant task, and had made a greater cut in expenditure' than any previous council had done, the controllable expenditure having been reduced by £120 000 per annum, which represented a 33 1-3 per cent, saving. Ho spoke in favour of the appointment of a city manager and .the sale of raw milk by tho Milk Department, and also advocated thc»Water Board- taking over the supply of water to the metropolitan area.
