FIRST PROCLAMATION
KOOSEVELT BEGINS
(Eeceived April 6, 11 a.m.) ■ WASHINGTON, April 5. The- Tariff Commission on Wednesday announced that President Eoosevelt had issued his first proclamation under the authority of the Flexible Tariff Law, calling for a decrease in duties on certain agricultural hand tools.
