Every inch of the public galleries was occupied and there was a record attendance of delegates and experts to hear Mr. Ramsay Mac Donald, the British Prime Minister, unfold the British plan. He said that Britain hoped to expedite the conference as the fabric of civilisation was cracking about their ears. ' The method of examining, compartment after compartment, disarmament schemes had exhausted its usefulness.
