MR. BALDWIN'S SPEECH

ALARM WITHOUT HELP

LONDON, March 15,

Speakingon the Air Estimates in the House of Commons, Mr. N"eil Mac Lean (Labour) said he believed that all air forces represented a terrorism which Mr. Stanley Baldwin had expressed fear would one day be loosed on civilisation.

Mr. Winston Churchill agreed with Mr. Baldwin's declaration on the subject in the House of Commons last November. Air power might either end war or civilisation, but that speech had aroused alarm without offering guidance or solution. ""While not abandoning hope or international agreement," he said, "we should not base the life of Britain on it. "We would be well advised to concentrate upon air defence with great vigour." A motion to go into committee on $ie Air Estimates was carried by 249 votes to 35.
