(Received February 17, 2.30 p.m.) ' BEBLIN, February 16. Addressing students, Dr. Heinxicli Schnee, formerly Governor of ■ Gexmam East Africa, urged the Tetnrn of the colonies which Germany peacefully woa and consolidated. This -was a matte* of life and death to Germany, involving supplies of colonial raw products, securing new export markets, and finding new lands for Germany's superfluous unemployed.
