(Received 30th Januarj-, 11 a.m.) PARIS, 29th January. M. Edouard Daladier, Leader of the Radical-Socialist'Party, is forming a Cabinet. M. Daladier was never before Premier. He was nearest in 1929 when ho spent eight unhappy days in fruitless efforts to form a Cabinet. "Le Temps," in a scathing editorial, says that the finances of France are compromised and the danger is growing hourly. The country is restless and troubled. Political anarchy must cease. The paper -criticises the Boncour Government, which, it says, never really lived. It made stubborn declarations and then an abject surrender. A meeting representing taxpayers throughout the country declared that there must be no more increases in taxes, but decreases. The meeting resolved to appeal to the President to use his full powers to give France a Government which would discipline the warring factions and also immediately reduce wasteful expenditure. , [ Huge forces of mounted / and foot police repeatedly dispersed attempts to march .to the Chamber, Senate, and Presidential Palace. Numerous arrests were made. Fifteen thousand farmers ' and employees attended an , anti-taxation demonstration at Quimper, the speakers denouncing speculation in wheat and high taxes as responsible, for the crisis in agriculture. M. Edouard Daladier was Minister of Public Works in M. Hcrriot's recent Government. He is a leading member of the Cartel dcs Gauches, M. Herriot's party. ■ _^
