ACTION AT GENEVA
(Received 17th January, 3 pjn.) GENEVA,; 16th January. The .Committee of Nineteen decided to wait forty-eight hours for the Tokio* statement before abandoning efforts at conciliation and drafting a report, presumably including recommendations in accordance with Article Fifteen of the Covenant. ■ The decision followed Mr. Ten's letter protesting that the reported modification of the Draft Committee's re- •■ solution allegedly suggested a compromise formula to the Japanese. Sir Eric Drnmmond explained that he , had listened to the Japanese proposal- as he would have to that of any member. He added that the report would mark the ultimate stage of League action short of recourse to sanctions. '
It is understood that Sir John Simon was responsible for the paragraph in the letter to Mr. Yen that the Committee did not propose waiting indefinitely before proceeding to the next stage under Article Fifteen.
