DOMINION LEAGUE SET UP

The' conference regarding the creation | and control of schemes of ..employment suitable for.disabled.soldiers which took place yesterday was marked by a splendid spirit" of co-operation. Mr. J. S. Barton, S.M., presided. The New Zealand Eeturned Soldiers' 'Association convened the meeting and presented for discussion a scheme to enable full use to be made of the existing machinery under the Disabled Soldiers ' Civil Re-establishment Act, 1930, and, at the same time, to go further and enable that machinery to establish schemes of suitable employment. It was decided to set up an incorporated body to be called "The Soldiers' Civil Ee-establisbment League" to consist of a Doniinidn Headquarters and branches. The Dominion Headquarters will consist of not fewer than five and not more than seven members (one of whom shall be chairman), representative of the Government, the Canteen fund, the various war and patriotic- funds, Dominion industries and commerce, organised labour, and.the N.Z.E.S.A. This Headquarters of the League is to control and administer all moneys granted to it for the purpose of creating, establishing, or obtaining adequate suitable and preferably permanent employment for disabled soldiers as follows:— (a) Any member, of the Forces within the meaning of the War Pensions Act, 1915, who was a member of any Expeditionary Force raised in New Zealand for service beyond New Zealand in the war with Germany; and . (b) Any person who served in South Africaias a member of any New Zealand contingent during the Boer "War— whose ability'to obtain and retain suitable employment has been impaired as ■ a result of physical or mental disablement, whether, or not he is in receipt of a pension under the War Pensions Act,, i 915"; and'to exercise generally.the work Of the league throughout the Dominion. The branches of the league are to be the agents or representatives of the Dominion Headquarters and are to consist of the personnel of the Disabled Soldiers' Civil. Be-establish'ement local Advisory Committees as established under that Act. This organisation will avail itself, for administration' purposes, of the existing committees under the Disabled Soldiers' Civil Ec-establishment Act, calling them branches of the Soldiers' Civil Ec-establishment League and giving them the power to create and control schemes of employment suitable for disabled men which previously could not be done under the Disabled Soldiers' Civil Be-cstablishment Act. I The New Zealand Eeturned Soldiers' Association is to call for nominations from all the bodies to be represented on the Dominion Headquarters and make the necessary appointments. Arrangements were made for the League to be set up immediately and, in the meantime, the New Zealand Eeturned Soldiers' Association has been requested make. money available to the four committees to finance existing i schemes for providing machinery, plant, j raw materials, and other means of livelihood pending the incorporation of the league.^ It was also decided to arrange for a suitable .trade design and motto. After the business, was concluded a general discussion took place regarding the activities of the various local civil re-establishment committees on behalf of the disabled soldiers. It was decided to endeavour to arrange for closer co-operation between . all concerned in connection with the filling of any vacancies in the Public Service. : The meeting" closed with a hearty, vote of thanks to the chairman. The New Zealand Eeturned Soldiers' Association is to bo requested to seek Mr. Barton's assistance in connection with the league.
