The Premier, M. Herriot, startled the Foreign Affairs Committee of the Senate, when he-revealed that the Government was in possession of a complete dossier respecting Germany's military strength. He said that it had been communicated to London where it had created a profound impression. So far as the French Government's attitude to Germany's claim to equal armaments was concerned, his Teply was "Never] Impossible!"
