A message from Willianistows (Mass.) states that Admiral William Pratt, former Chief of Operations in! the United States Navy, told a confer-i ence of the limitation of armaments at: the Institute of Politics that "naval* parity with 'Britain would give the' United States a balance of power ia' any war that threatened to become a' world war.
