REFERENCE TO AIRCRAFT

GENEVA, 6th February. Lord Cecil, on behalf of the Federation of the League ofi, Nations Unions belonging to thirty-five countries, with a membership of a million and a half presented the disarmament programme passed at the plenary congress at Budapest on 27th May, 1931. He prefaced his speech by saying that in no shape or form did it represent tho British Government.
Beternng to tho proposal to abolish military aircraft, he added: ''We have seen recently in tho Far Bast the extent to which the military authorities have thought it right to employ bombing. There is no reason to suppose that the Japanese are unique in that respect.
