Tho "New York Tinies" Manila correspondent states that, following a wild night of rumours, in the midst of a Manila carnival,' which was in full swing, Admiral Taylor ordered full complements aboard four American destroyers—the Edsal, tho Bulmer, the Paul Jones, and the Parrot—which left for Shanghai at 9.30 o'clock this morning.
