THE STUMBLING BLOCK

LIBERALS AND TARIFF

SAMUEL'S LEAFLETS

LONDON, 12th October. The Liberal-Conservative imbroglio which came to a head at the Darwen division continues to be the chief topic of discussion, and there is much uneasiness among Conservatives in the constituencies owing to leaflets issued from Sir Herbert Samuel's headquarters. One reads: "We are convinced that protective tariffs are futile and stupid." Another: "If the trade balance is unfavourable this year, there is nothing to be alarmed about; it would be foolish to rush in with a quack remedy like tariffs." There is undoubted danger to the unity of tho National Party unless the Conservatives are assured that the Liberals fighting under Sir Herbert Samuel's banner are prepared to give tho National Government wholehearted support. Conservative candidates may even be reinstated in the constituencies where already they have withdrawn in favour of Liberals.
