Scullin, declared that if the Premiers Plan had not been carried out, the Government would not have been ably, fully to meet its liabilities, and would have been compelled to adopt rationing. The financial returns for the first quarter indicated that the Budget estimates would be realised. Had the Premiers' Plan not been adopted the deficit for the quarter would have been about £6,000,000 or £7,000,000, and for the year a deficit of £20,000,000
