(To the Editor.) Sir, —There has been a great deal of talk in the papers of late about the payment of rates, and I would suggest that the council should offer a rebate of .5 per cent., or if that is too high, 2M per cent., for payment within, say, two months from the. date of issue of the rate notice. This has often been suggested to me, as many people say they get no more consideration for prompt payment than (he persons who let their rates- remain unpaid for six months. Tf the council could see its way to do this it would have far less outstanding rates than it now has. In some cases the only way to ensure prompt payment o£ mortgage interest is by imposing the penalty interest of 2 per cent, if interest, not paid within fourteen days from due date. I am quite convinced it this was not provided in the mortgage agreement that there would be also much trouble here. Being in accountancy, possibly I have seen the effect of discounts in trade, and how they bring in money in preference to net sums.—l am, etc., ANOTHER PROMPT RATEPAYER.
