Dr. E. M. Campbell, M.A., LL.B, Ph.D., of Wellington, returned by th» Maunganui to-day after four years* post-graduate study abroad. Formerly] a member of the staff of the. Prims] Minister's Department, Dr. Campbell, who had a brilliant scholastic career, left Wellington in August, 1927," fo» England, where he spent two years at the London School of Economics,'' He' was awarded a doctorate of philosophy; by the University of London in 1029, for a thesis on Imperial'preference, and was granted a Commonwealth fellowship which entitled him to two years* travel in the United' States.
