NEW SCHEME OF PROMOTION

RUGBY, 20th May,
Replying to a question in the British House of Commons, tho First Lord of tho Admiralty, Mr. A. V. Alexander, said that a new scheme of promotion had been approved by the Board of Admiralty as a result of tho report of tho committee sot up to inquire into tho working of tho "mate scheme." It was proposed to drop the titlo of "mate," and promoted selected candidates from tho lower deck to the rank of acting sub-lieutenant.
