FRAMING A POLICY

"Many applications for permits and licences to. run transport' services 'have been1 received," said the chairman of the Napier Commission, Mr. J. S. Barton, to-day, "and it is proposed to have a committee of the Napier Borough Council set up to confer on' the matter and to evolve a comprehensiveIpolicy."
The tramway system in • Napior; was not a, paying proposition:; ,beforo •. :the : earth quake; said Mr. .'Barton, .who was of the • opinion .'that... if. tho . present1 vehicles., could be' disposed. of satisfactorily it might be possible to get some private individual to make use of the existing rails and overhead gear and' the electrical to establish a trolley and trailer service. The rails'had not suffered to any great extent from the earthquake, and to : remove ; them would not be worth the '.cost involved.'
