ARRESTS IN' GERMANY

LONDON, 27th April. The "Daily Telegraph's" Berlin correspondent says the scandal of Russian, industrial espionage in C-rermany is assuming gigantic proportions. Agents of the Soviet are being caught continually, and it is evident that the country is covered by a network of informers' betraying their employers' secrets to ; Moscow.

It is part of the five-year plan to render Russia independent of the outside world, so the spies are working in all branches of industry in which Russia is backward. Thus five workmen have been arrested in the Leunn nitrato works in Mcrse'burg. Many other arrests have been due to the confession of an agent named Dienstbach, who has been charged with Russian espionage in Southern Germany.
