STRINGENT PROVISIONS
LONDON, 30th November. The first part of tho new motor laws come into force throughout England on Monday. They provide that Applicants for driving licences must; sign a declaration as to their physical. fitness. _ Absolute bars ■to obtaining a licence include epilepsy, giddiness, fainting, and inability to read a ear number-plate at 25 yards. The age for motor-cyclists is raised to sixteen years. Careless driving becomes a new offence *ivith a distinction ~from dangerous driving. It consists of "driving withont care or reasonable consideration for other users of the road." " _ Penalties are virtually doubled. Pillion riders must use an approved seat and ride astride, two only on a solo motor-cycle. "Joy-riding," which is the old term for ear-stealing, is now a punishable offence. The speed limit, will be abolished from New Year's Day.
