BLACKETT ON EMPIRE
LONDON, 2na July. ''Producers' associations are doing more than securing Imperial markets. They are becoming important organs of Imperial economic co-operation, pointing the way to a possible new; method of approach, through import boards and bulk purchasing organis;i« tions, to a solution of somo of thd problems which hitherto have tended to be attacked almost entirely through, tariffs," writes Sir Hugh Basil Blackett^ in an article on "The British Empire ai an Economic Family," in the "Ninei tocnth Century."
Sir Basil Blaekett urges that it iH an error to treat tariffs as the starting point for economic co-operation, and to let them obliterate consideration tw( the most promising methods ready tai hand or already used. Imperial unity must always be largely a matter of spirit, and the tariff at the most aa outer cover. Within it mnst be 3 feeling) of something in common. There is evoryj reason to discourage selfish aims of Bm« pire, politically or economically exeln« sive. To lay stress on tariffs is danger* ons, because it pandora to tho motive oj excluding others.
