FRENCH DELEGATE'S ACTION

LONDON, 28th February.
"The Times" correspondent at Genova says that all prospects of a tariff truce agreement were virtually destroyed to-day when the French delegate, M. Oerruys, suddenly announced that ho had no intention of signing. The chairman requested the delegates to deposit lists of exceptions to a truce. '■ When M. Serruys rose he said that many European countries had been ingeniously changing the.tariff conditions without actually tearing up the treaties. He suggested, instead of a truce, a series of international guarantees, which would create an atmosphere of security and pave the way to future negotiations. M. Serruys's bombshell caused a sensation. It will probably be necessary for delegates to consult their Governments.
