DECISION TO RETARD LORD JELLICOE'S VIEW United Press Association—By Electric TeleCraph—Copyright. (Eeceived 14th November, 2.15 p.m.) LONDON, 13th November. Lord Jellicoe, presiding at a meeting at Hitchin, referred to the Goveifament's decision to retard the construction of,the Singapore Base. He said: "I don't know how the Dominions of the South Pacific look at the decision, but they have contributed money and realise that the base is essential for their security. I have my doubts how they will take the decision, which I learn was made this evening." In reference to the reduction of naval armaments, he pointed out that it was a fact that the Navy had never been the cause of war; moreover, nothing had been heard about a reduction of aerial strength, though the danger to the civil population was infinitely greater from the air than anything else.
