TOKIO, sth November.. The Pacific Relations Conference, on the Alanchurian question opened in a tenso atmosphere, but restraint and moderation characterised the Chinese and Japanese delegates. The former's grievances and demands were outlined and illustrated. The Japanese explained the existing situation. There was apparent a wide divergence, but the analogy of extraterritorial settlements suggests the possibility of compromise -to-day's work clear the ground for the discussion of general principles and the approach and study of detailed problems during the next two days.
