RUGBf, _oth October,
Great activity is developing in connection with the coming municipal elections. In London the municipal elections arc held ouce in three years, when all members of the councils retire. In tho other 343 cities and boroughs onethird of the councillors retire each year and elections are therefore held each year. The (.lections this year in these 343 cities and boroughs will be marked by a great effort on the part of the Labour Party to achieve successes similar to those which they obtained in the recent General Election. In last year's elections the Labour Party gained 127 seats in the 1878 seats which fell vacant in 131 of the principal towns. Every other party received a setback, the -Conservatives" losing 70 seats, the Liberals 19, and the Independents 37.
