Mr.Elihu Root's formula aims to overcomo tho United States Senate's fifth reservation concerning .America's adherence to tho International Court Protocol, which forbids the Court to entertain, without the United States consent, requests for opinion concerning questions in which tho United States claims an interest.
The Roots proposal, which, is understood to have been approved by exPresident Coolidge and Senators Borah, Swanson,. and Walsh, provides for machinery to determine whether the United States is really interested in such questions; also if the signatories to tho Protocol should be unable to agree with the United States thereanent', the United States would be entitled-to resign from the Court. "
