LONDON, 28th January.

It is understood that preparation is being made at. Kabul for a complete evacuation of foreigners, which will be commenced immediately if the disturbances continue. Britain will carry out arrangements to carry every one by aeroplane to Peshawar, foreigners first, then members of the Legation, with Sir F. H. Humphrys, who will be the last British subject to leave, according to the tradition in such cases. It is understood, however, that the Legation is so far not threatened.
