DELHI, 28th January.

At the opening of the All-India Legislative Assembly the Viceroy, Lord Irwin, announced the appointment of a Eoyal Commission to examine the problems of industrial India. The more dangerous offshoots, such as the Bed menace, were being tackled by the reintroduction of the Public Safety Bill giving the Government powers to deport British Communists and intercept Bed money. The Viceroy uttered the frankest warning of his intention to cany on the King's Government against any threats.
