Under heavy pressure from White House and the State Department, the Senate "irreconcilables" dropped , the round robin petition against the Kellogg Pact and took a more direct line (5J attack by meeting in conference, in which it was decided to propose a direct resolution mi" the Senate calling for the Fqreign Relations Committee to make an official report of what it thinks the treaty means as regards the Monroe Doctrine and other American foreign policies.
