Tlie "New York.Times's" Washington correspondent states: The, lines of battle over the ratification'-of''the Kellogg Pact stiffened to-day as a result of a conference between Senators Eeed. Moses, . and Bingham, in which they mapped- out a campaign with the object :-of having ( the Senate ratification.' accompanied by a committee report or, some other interpretative declaration. The outcome of the conference spelled the failure of President Coolidge's efforts to prevent, this course, and it is now assured that a stiff conflict is on between the Administration and certain Senators, mostly Republican, who contend that an interpretation is necessary. The conference is believed also to further imperil the chances of the Naval Bill.
